SIPPS is not a foundational program, but intended for intervention. This is a strong student resource for small groups, and Tier 2 or Tier 3 instruction. Placement tests divide students into appropriate groups and provide systematic, sequential instruction with lots of practice and connected texts. Each section provides routines for students to help master the areas in which they are weak.
